Water Service Requirements & Agreements | ERMU Commercial Water

RESIDENTIAL HOME BUILDER/OWNER

All street disruption and water access fees must be paid before connecting to the city water system.
All water service curb stops that are required to be located must be called into ERMU at least 24 hours before digging (except for emergencies). Rush jobs do not constitute an emergency.
All water connections must be inspected by the City Building Inspection department or their designated inspector prior to backfilling of water service trench. Slope of trench must be in accordance with OSHA rules. If this is not possible, a trench box must be installed for inspections. A 24-hour advance notice is required.
All pipe used in a water service shall be type K – 1” (one inch) copper pipe up to the curb stop. Larger than 2” (two inches) shall be ductile iron pipe up to the curb stop. For Residential K copper construction, only one coupling (flared or silver soldered only) between the water service valve (curb stop) and the main valve inside the house is allowed. HDPE may be used for water service pipe only up to the water meter. Particular care shall be taken to avoid sharp edges in contact with the pipe and provide for expansion and contraction. All service connections larger than 2” (two inches) are required to be pressure tested at 150 lbs (one hundred fifty pounds) psi for 1 (one) hour with no loss of pressure. AWWA approved Polyethylene (PE) B72.1 – D2239 material is required for water services. All fire protection lines shall have detector check valves.
An angle meter valve is required for all 2” (two inch) and smaller services. Valves must be manufactured in compliance with ANSI/AWWA C800, brass components conform to ASTM B62 & ASTM B584, UNS C83600-85-5-5-5, PTFE coated brass ball, rated for 300 PSIG water pressure, blow out proof EPDM port seals, end piece joint sealed with an EPDM o-ring and thread locker.
Where pressure reducers are required, the pressure reducer (supplied by plumber) will be located on the house side of the meter and before the second valve. Meters will be marked with pressure reducer notation.
Connection, access, and meter fees must be paid, and a copy of the plumbing permit supplied, before delivery of the water meter will be made. The current Water Access Charge (WAC) fee per ERMU fee schedule, plus tax, will be paid at this time upon determination of total WAC units, which is a function of building occupancy and is determined by the City Building Official.
Plumber to install meter and call ERMU for meter to be sealed at least 24 hours in advance.
The ERT will be installed by the water utility if necessary when the plumber has completed the setting of the water meter. Notification by the plumber that the water meter has been set and is ready for the ERT shall be done at least 24 hours prior to final plumbing inspection by the City Building Inspection department. No Certificate of Occupancy will be issued until the ERT has been installed by ERMU and the meter has been sealed.
Any damage to the ERT after it has been installed by ERMU will be the responsibility of the builder or property owner.

COMMERCIAL DEVELOPER/BUILDER

Execute developers agreement with City of Elk River.
Provide three (3) plat maps with easements and GPS shape files of development.
Developer will design, with City/Utility approval, water main system within platted area and install the same per City/Utility specifications.
ERMU will sell only one meter per building, of the required size and of the remote read type, for commercial and industrial service.
